EVALUATION OF CORIP, SWAPP AND HORTIFRESH
The primary objective of this evaluation is learning, while accountability is a secondary objective. Given the importance of the learning objective, the evaluation will therefore focus on drawing lessons in terms of what works and does not work, which can then be taken into account by EKN Accra, other embassies, and the Ministry of Foreign Affairs (MFA) more broadly when developing similar programmes in the future (learning objective). In addition, we also examine whether the three programmes met their respective objectives and output goals (accountability objective). For both objectives, the evaluation will group its findings under the headings of the four OECD-DAC criteria mentioned in the ToR (Relevance, Efficiency, Effectiveness, and Sustainability).
We use this structure both for the sub-evaluations of each programme and in the main evaluation report that summarises the main results and compares the findings for the three programmes
